3.2.1 The process of referral, assessment, planning and review apply to all children in need requiring a service from Children’s Social Care.
3.2.2 For children subject to child protection procedures and looked after children, there are some additional procedures. These operate in an integrated way with the mainstream Children in Need procedures, forming a single framework with three streams. Children can move along these streams according to their needs.
3.2.3 The Framework of Assessment for Children in Need and their Families forms the basis of the assessment work undertaken using these procedures.
3.2.4 It is acknowledged that good assessments for the basis of effective interventions need to be built upon by sound planning, implementation and systematic review. Without a joined-up approach, the needs of the child can still go unmet and the desired outcome not be met.
